Austria's capital Vienna topped the rankings for the 10th year in a row, earning praise for its beautiful tourist attractions and high standard of living despite cheap public services and abundant social housing.

Those top five cities in consulting firm Mercer's 2019 Quality of Living Ranking published on Wednesday were unchanged from last year's edition, though Vancouver rose to joint third from fifth.

At the bottom end of the scale, African and Middle Eastern cities facing security issues came out worst, with Baghdad propping up the table despite "significant improvements in security and sanitation services in recent years".

Globally the Austrian city of Vienna remains at the top place for the 10th year in a row, followed by Zurich in Switzerland, with the cities of Auckland in New Zealand, Munich in Germany, and Vancouver in Canada at joint third place.

The Mercer rankings are based on 39 factors across ten categories including political and social environment, socio-cultural environment (including censorship and limitations of personal freedom) recreation, housing, economic environment, public services and transport, the natural environment, availability of consumer items and health and education systems.

The Mercer survey evaluates local living conditions in more than 450 cities worldwide. It fell nine places to No. 209.

London was ranked 41st and Paris was 39th, although the study, carried out between September and November 2018, did not take into account France's "yellow vest" anti-government protests.

Brexit did not cause major movements among British cities.

"In the UK, London remains. the preferred center for global business", Mercer said. Chennai has also been ranked the region's safest city, while Karachi is the least safe.
