Congress has never before voted to overturn a presidentially declared emergency.

The person said Pence encouraged GOP senators who attended the meeting to support the president by voting against the disapproval resolution that's coming before them. They presented it as a way to preserve Trump's border crisis declaration and save him from having to exercise his first veto.

"We talk to a number of members every single day, certainly at the presidential and the staff level, and we're going to continue to engage with them in this process", White House press secretary Sarah Huckabee Sanders told reporters Monday. Mike Lee. He is pushing legislation that would end future national emergencies unless Congress votes to approve them within 30 days.

The vote is expected to succeed, with some Republicans joining Democrats to overturn the emergency declaration.

Sen. Mike Lee, R-Utah, left, speaks during a news conference on Capitol Hill in Washington, Wednesday, Dec. 19, 2018, on prison reform legislation. Since the Democratic-run House voted last month to block Trump, Senate passage would send the resolution to the White House, where it would face a certain veto.

Trump has said that he intends to veto the measure Republicans and Democrats intend to pass that would denounce the national emergency.

[T] he White House wants to keep the tally [of defectors] as low as possible and the president is now putting skin in the game trying to sway undecided GOP lawmakers. If Pence could guarantee the president would sign it, Republicans would be willing to bring it for a vote. "It'll all come to a head on Thursday".

She argued that the president has the "authority" to call an emergency and is doing what is "necessary" to protect the border.

Trump declared a national emergency at the southern border on February 15, taking executive action to obtain billions of dollars for his border wall on top of $1.4 billion Congress sent him earlier last month for border fencing.

He said he, and most other Republicans, support the president's wall plans, but some of them question whether the emergency declaration and siphoning money from the Pentagon is the right way to go about it.

"Republican Senators have a very easy vote this week".

Bossie said that the White House will be under even more pressure after special counsel Robert Mueller wraps up his investigation, and the administration and congressional Republicans will need help.

Pence met Tuesday with Lee, Tillis and Republican Sens.
