But Wheeler has brought a level of stability to the agency that didn't exist under Pruitt, keeping a relatively low profile while continuing to make progress towards meeting the Trump administration's policy goals for the agency.

Wheeler's nomination has been welcomed by businesses eager to see reduced regulation, but upset Democrats and conservation groups anxious that environmental rollbacks under the Trump administration are going too far.

"During his time as acting administrator, Andrew Wheeler has been seen as a thoughtful leader who understands the need for sensible environmental policies", said Michelle Bloodworth, the group's president and CEO.

With two years under their belt now, however, Hartl says the agency has likely learned from the legal setbacks and will be more deliberative in its attempts to rollback regulations.

Susan Collins argued Wheeler's efforts to roll back standards on emissions blamed for climate change takes the country in the wrong direction.

Senators voted 52-47 to confirm Wheeler, who was nominated by President Donald Trump after former administrator Scott Pruitt resigned past year amid a series of ethics allegations. They have longed for one of their own calling the shots at the agency, and now they finally have their man in Andrew Wheeler.

The Prime Minister has told MPs they will have a "meaningful vote" on her withdrawal plans by 12 March. He added that the extension would have to be unanimously approved at a summit on March 21.

With the Senate confirmation safely behind him, Wheeler will no doubt move with even more zeal to tear down safeguards and erect barriers that will put more Americans' health at risk. But opposed Wheeler's confirmation this time, he said, in light of his push to freeze vehicle fuel efficiency standards and to revisit the cost-benefit analysis the agency used to impose limits on mercury pollution that power companies have already achieved.

While Wheeler rejected President Donald Trump's view that climate change is a hoax, he said it's not the "greatest crisis" we face. Sheldon Whitehouse, D-R.I. "With each rollback, Wheeler is stacking the deck in favor of the polluting corporations who formerly employed him, leaving our families to pay the price of more toxic pollution with their health". So far, that appears unlikely, as many nations aren't hitting the emissions targets they set as part of the 2015 Paris climate accord.

Since becoming acting administrator, Wheeler has overseen proposals to roll back the Obama-era Clean Power Plan on carbon emissions from power plants, limits on mercury emissions from coal plants, and standards on carbon dioxide emissions from cars and trucks. "Under acting Administrator Wheeler's leadership, the EPA has taken a different approach".

"Time and time again Mr. Wheeler has proven that his environmental policies are nearly as destructive and extreme has his predecessors'", he said.

"The Senate has taken decisive action to confirm Andrew Wheeler as administrator of the Environmental Protection Agency", Barrasso said.

"Unlike with some nominees, we do not have to speculate about what Mr. Wheeler will do in office", Gore said.
