Several reports had speculated the competition would be ring-fenced between 12 teams for a decade causing consternation, after-which World Rugby chairman Sir Bill Beaumont called for an emergency meeting to discuss the future of the sport.

World Rugby said they wanted the Nations Championship to debut in 2022 with the 6 Nations, The Rugby Championship and British and Irish Lions "completely retained and protected as jewels in the calendar".

Nearly 40 players, including England's Owen Farrell, Ireland's Johnny Sexton and New Zealand's Kieran Read, discussed the potential deal and raised the issue around player welfare, long-term quality and integrity of the global game.

Crucially, this would mean any rugby be nation could potentially be amongst the teams included, in theory allaying the fears of the Pacific Island nations.

World Rugby's plans for a World League, as first reported by the Herald, has caused outrage in the rugby community after the concept reportedly excludes Pacific Island nations Fiji, Samoa and Tonga, while including Japan and the USA for their commercial value.

World Rugby, however, hopes organising the competition centrally will boost revenue across the sport, with Amazon thought to be the main interested broadcaster.

"Commercial considerations are important for long-term growth at all levels".

The report also added that data from financial analysts showed that the inclusion of the United States would not add value to the competition until they were able to compete with the top nations on merit, and that all parties opposed America on non-sporting grounds.

The bottom-placed sides in the Six Nations and the Rugby Championship would face playoffs against the top-placed sides from two lower worldwide leagues, each with six teams, to decide promotion and relegation.

Each side would play the five teams in their conference once, and the other six teams in the opposite conference once for 11 total regular season games.

This certainly sounds like an interesting concept, but it remains to be seen if it will appear those earlier concerns.

World Rugby has now opted to release the video following a series of reports about the competition's structure and format which left the governing body on the defensive, having faced widespread criticism over the event's reported approaches towards player welfare and promotion.

Division two would be the same format as division one, with conference winners facing off in relegation and promotion play-offs against the teams finishing bottom of division one.

"Change is always hard, and nobody expected complex multi-stakeholder discussions to be simple, however for a sport to grow and thrive, it must explore ways to innovate and evolve".

The top two teams from each conference would then enter semifinals and a final to decide the overall Nations Championship victor.

Division Two will also feature 12 teams split into two conferences of six teams each, while Division Three will feature two conferences of 16 teams each, with each conference divided into four groups of four.
