The boy was taken by ambulance from the mall to Children's Hospital in Minneapolis.

He said police responded to the southeast court at the mall around 10:17 a.m.

The child was rushed to a hospital after officers and passersby provided aid at the scene, Bloomington Police Chief Jeff Potts said.

A number of Aranda's petty misdemeanors are traffic or parking-related, but some of the charges are for more serious crimes, including his being convicted of a gross misdemeanor in 2015 for disturbing the peace with a police officer, as well as for assault of the fifth degree, with fear of bodily harm.

The suspect is a 24-year-old man, who was not named.

In 2015, the al-Shabab extremist group called for an attack on the Mall of America and other shopping centres in a video.

The child fell to the first floor, where several witnesses and passersby tried to perform CPR on him, Potts said.

A woman who works at a nearby store and who did not want to be identified said she heard loud screams, went outside the store and saw the boy hit the ground. "Oh my God, my baby, someone threw him over the edge, '" Brian Johnson said.

According to Potts, witnesses told police the person suspected of pushing or throwing the child "took off running immediately after the incident".

Months later, in October of that same year, he was accused of throwing glasses of ice water and tea at a woman in a restaurant at the mall after she refused to buy him food, the records show.

Jail records don't list an attorney for Aranda.

Police believe this was an isolated incident and there is no danger to the public. No further information on his condition was available.

Metro Transit had said there was no Blue Line light rail service in or out of MOA for a time due to police activity there. "We're actively trying to figure out why this occurred".

The Mall of America, home to 330 stores, is located in the city of Bloomington, just south of Minneapolis. He was charged in two previous incidents at the mall in 2015.
