Police have re-arrested a violent double murderer who allegedly removed his electronic monitoring anklet while on parole in inner Sydney.

At around 8.30pm police located the monitoring anklet in Kensington, which had been forcibly removed.

Plain clothes officers spotted Peters on Church Street in Petersham just before 5pm on Monday.

According to CNN affiliate 7 News, Peters pleaded guilty in 2001 to murdering and dismembering two men in his apartment in Sydney's Surrey Hills neighborhood.

"It was only a couple of years until he was due to finalise that sentence", Det Supt Cramsie said.

He had a tattoo on his right upper-arm of a snake wrapped around a panther and tribal-style tattoos on his upper-left arm.

Nearly 18 years ago, Peters stabbed Tereaupii Akai, 50, twice in the neck before cutting up his body and throwing it in a council bin.

Police say Damien Peters has been on parole since November 2016, after serving time for the killing of Tereaupii "Andre" Akai, 50, and Bevan James Frost, 57.

An investigation into Mr Akai's disappearance led police to Peters' apartment in Northcott towers where they found the second victim's dismembered remains in a bath tub.

He was released under strict conditions that dictated his movements and was ordered to undergo more counselling.

Police had urged people to not approach him and ring triple-zero if he's sighted.
