Crossrail opening ‘might be delayed until 2021

Two sets of bailouts were announced previous year, blowing apart Crossrail's long boast to be on time and within budget.

Crossrail might not open to passengers until 2021, more than two years after services were originally due to commence, it has been reported.

A "middle probability case" would be the summer of next year.

The source further said, testing of trains and signalling was "proving more hard than was first thought".

The 118km line, which will link Shenfield in Essex with Heathrow airport and Reading, was to have opened at the end of a year ago.

A cross-party committee of MPs said weeks ago that the Department for Transport, Transport for London and Crossrail's management ignored repeated warnings that the line was in trouble.

Passengers had not been told the root causes for the railway being delayed and over budget, a scathing report by the Commons' Public Accounts Committee (PAC) stated.

The DfT was also accused of failing to put in place robust governance arrangements.

Fresh problems will pile further pressure on to the Mayor of London, Sadiq Khan, who is at the centre of a row over delays that will see the project run over budget by at least £2.8bn.

There are other negative rumblings for Crossrail in railway circles, including rumours that TfL's ambitions to open the Reading to Paddington section of the line at the end of this year won't come to fruition. Funding for the project, including contingency loans, is expected to be up to £17.6bn, nearly £3bn more than the £14.8bn budget set a year ago.

Although trains are being tested in the underground tunnels, and running in east London, more work needs to be done, including linking up three different signalling systems across the three sections.

The report criticised both the Department of Transport and Crossrail Limited, which is Transport for London's delivery agency, for being unable to fully explain how the programme had been "allowed to unravel" or to "properly report the position of the programme and its risks".

A best and worst range will be set, with the earliest date being spring 2020.
