Federal prosecutors in NY have been investigating two prominent Washington lobbying firms in a similar probe, and Justice Department officials in Washington have been increasingly willing to prosecute people who they believe intentionally hide their lobbying work from the federal government.

The legal team for former Obama White House lawyer Greg Craig say that they expect Craig to be indicted in the near future on charges related to work that he performed in 2012 for the Russia-aligned government of Ukraine.

In their statement Wednesday, Craig's attorneys said his work came "as an independent expert on the rule of law, not as an advocate for the client" and that he had refused requests to participate in Ukraine's lobbying.

But according to the settlement, a senior partner matching Craig's description made several "false and misleading" statements to the government, allowing the firm to avoid registration. They said federal prosecutors in NY had declined charges, but they expected an indictment to be brought by the U.S. Attorney's office in Washington at the request of the Justice Department's national security division.

The expected indictment - which his attorneys called "a misguided abuse of prosecutorial discretion" - stems from work Craig did with GOP lobbyist Paul Manafort on behalf of the Ukrainian Ministry of Justice in 2012.

These guidelines, said the European Union , are just preliminary, and in 2020 it will produce another report after receiving feedback from companies.

Craig resigned from Skadden in April 2018 amid a building investigation into whether the firm's lawyers didn't register as foreign lobbyists for their Ukraine engagement.

After examining Craig's case, federal prosecutors in NY concluded they had insufficient evidence to bring charges against him, CNN has reported. Spokesmen for the Justice Department and the U.S. Attorney's office declined to comment. It is prosecutors from that office, "at the request of" the Justice Department's national security division, who are expected to charge Craig, his lawyers said.

The Skadden report examined efforts by the Ukrainian government to prosecute Yulia Tymoshenko, the country's former head of government, who was convicted in 2011 of embezzlement and corruption charges and sentenced to seven years in prison.

In the statement Wednesday, Craig's lawyers denied that he lied to the government or his firm. Craig attended Yale University's law school with Bill and Hillary Clinton and later worked in the State Department and White House during Bill Clinton's presidency.
