Mr Henry had "walked off his job in Germantown, Maryland, in the middle of the day, determined to walk down the extremist path", the government alleged.

He first considered an attack at Dulles International Airport, trying unsuccessfully over two hours to breach the security perimeter by slipping in through a checkpoint or accessing a restricted area, prosecutors said.

He held a deep-seated hatred for "disbelievers" and admitted to the plot in several interviews with authorities, according to court documents seen by The Washington Post.

Rondell Henry, 28, from Germantown, was arrested on March 28.

A Montgomery County man inspired by Islamic State terrorists is accused of stealing a van last month in a plot to run over people at National Harbor or Washington Dulles International Airport, federal prosecutors announced Monday.

He is now charged with transporting a stolen vehicle, but no terrorism-related counts yet.

The government filed a motion Monday arguing for Henry to be detained pending trial as a flight risk and a danger to the community.

"He was a computer engineer by trade, and knew nothing of explosives or firearms", the memo stated.

Henry had a four-door sedan and later stole a larger vehicle with the aim of causing carnage and devastation, prosecutors said.

NOTE: A detention hearing is scheduled for Tuesday, April 9, 2019, at 12:45 p.m.in U.S. District Court in Greenbelt, Maryland, before U.S. Magistrate Judge Thomas M. DiGirolamo, according to the DOJ.

By the following morning, Thursday, March 28, police officers had discovered the location of the stolen U-Haul.

He later followed the U-Haul into the parking garage and parked a few spaces away.

Authorities said they found Henry's cellphone that he had tossed along an interstate highway. The BMW was registered to Rondell Henry. Allegedly inspired by videos he watched of foreign terrorists, Henry chose to conduct a vehicular attack, similar to the 2016 truck attack in Nice, France, for which ISIS claimed responsibility. He had allegedly been inspired by videos he watched of terrorists and terror attacks overseas.

Islamic State claimed responsibility for that attack.

In his own words, "I was just going to keep driving and driving and driving". Seeking out and watching videos of foreign terrorists beheading civilians and fighting overseas, the defendant considered these gruesome actions fearless and he wanted to emulate them. 'The defendant considered these gruesome actions fearless and wanted to emulate them, ' the document stated. He then allegedly parked the U-Haul and walked around a popular part of National Harbor.

Prosecutors have yet to lay charges for the alleged attack plan, and the United States government has filed an application in court to prevent Mr Henry from being released. He also tried to find a way through security at the airport, but struck out multiple times.

The government memo alleges "Henry, who claimed to be inspired by the ISIS terrorist organization, stole a U-Haul van with the intention of using it as a weapon against pedestrians on sidewalks within the National Harbor complex along the Potomac River in Maryland".
