"This does serve as a useful reminder of one critical fact: Chairman Kim Jong Un never promised to stop testing all weapons in his military arsenal, just nuclear weapons and ICBMs that have the potential to hit the USA homeland", said Harry Kazianis of the Washington-based Center for the National Interest.

The White House said it was aware of the report and had no immediate comment.

But state media did not say whether it was a missile.

Instead, the North has carried out smaller provocations.

The country last conducted a tactical weapons test in November.

No missile launch was detected by US Northern Command and Strategic Command, according to US Department of Defense officials.

North Korea has test-fired a new tactical guided weapon - the first launch since a summit with the USA ended without an agreement in Vietnam in February.

Putin has previously expressed positions sympathetic to Kim's regime, saying a year ago that Pyongyang must be given guarantees in exchange for de-nuclearisation. Kim has only offered limited steps toward denuclearization.

While the North Korean leader visited Chinese President Xi Jinping ahead of his two summits with Trump, he didn't stop in Beijing during his return by train from talks with Trump.

But it claimed the weapon has a "peculiar mode of guiding flight" as well as "a powerful warhead".

Kwon said Kim had taken a "principled stand" on the talks with the USA in a recent speech to the North Korea's rubberstamp parliament. "If it is a cruise missile, then it has no relevance with the current sanctions".

Russian Federation is interested in gaining broader access to North Korea's mineral resources, including rare metals.

Trump said last month that he "would be very disappointed if I saw testing".

"At the same time, it is showing that it will not do something that will end negotiations, such as a missile or nuclear test", said Cha Du-hyeogn, a visiting scholar at Seoul's Asan Institute for Policy Studies, adding that the North wants to show it will not negotiate from a weaker position.

"In the past, these specialised railcars appear to have been associated with the movement of radioactive material or reprocessing campaigns", the Washington-based monitor said.
