The Tory government said Toronto's new 15-kilometre relief line that would run from Ontario Place in the city's west to the Ontario Science Centre in the east.

The Ontario government is set to announce details of a $28.5 billion transit plan on Wednesday, but city officials are out of the loop and one councillor says the province is holding Toronto "hostage".

The budget projects the deficit will fall to $10.3-billion by next year and $3.5-billion in 2022-23; with a slight surplus by 2023-24.

Earlier on Wednesday, transit advocates said that Ontario's new transit plans will delay lines and leave Eastern Scarborough without rapid transit.

"Well, it's really nice to see that he's taking a crayon to the riding I represent and somehow feathered ... a subway line through the densest, most complex part of the City of Toronto with absolutely no costing, no idea how it's going to work", he said.

"We're building a transit system for the 21st century", Ford says in a video to be released at his media conference.

A source had told the Sun that while the province will be covering "much" of the cost, the Ford government expects contributions from the City of Toronto, York Region and the feds.

"Nothing's more frustrating, you get on the QEW, or you get on the 401, and it's bumper to bumper".

"We could be on the hook for hundreds of millions, or billions, of dollars", Layton said. "Our transit plans need funding, not political meddling". It is anticipated to be the largest transit investment in North America, according to Ford. "It's going to be $28.5 billion that we're looking to invest into Ontario to get people moving from point A to point B. And that's just the transit side".

When it comes to the relief line, the province wants to use a different type of technology than the current subway system, but hasn't publicly shared details.

Green Party Leader Mike Schreiner said the budget says a lot about the priorities of the Ford government, which plans to cut funding from two ministries responsible for the environment.

"Sending projects back to the drawing board will cost us more and delay new lines", said TTCriders spokesperson Shelagh Pizey-Allen.

"So I think fair is fair and I will be pushing our case that we continue to want to get equal treatment as Toronto does in the Greater Toronto Area and Hamilton", he said.

The Ontario government is now in negotiations with the city to upload its subways, while leaving the fare box and maintenance with the TTC.

Toronto Mayor John Tory, who did not attend the announcement, said the city must continue to work with the province and can not walk away from transit planning in spite of serious questions about timing of the projects and funding that he said remained unanswered.

But as of Tuesday morning, that's yet another area where city officials remain in the dark, Tory confirmed.
