The disagreement over the F-35 and the S-400 is the latest of a series of diplomatic disputes between the United States and Turkey, including Turkish demands that the United States extradite Islamic cleric Fethullah Gulen, differences over Middle East policy and the war in Syria.

Turkey could face sanctions under a US law known as Countering America's Adversaries Through Sanctions Act.

Turkey took delivery of two F-35s at Fort Worth, Texas last June, and Turkish pilots have been training on the F-35 at Luke Air Force Base, Arizona.

Turkey has shown no signs of backing away from the deal with Russian Federation. Turkish officials continue to maintain that the S-400 deal has been wrapped up, and they expect delivery to begin later this year.

"I'm glad the administration is heeding the bipartisan call in Congress to delay the transfer of F-35 equipment to Turkey to help ensure US military technology and capabilities can not fall into the hands of the Kremlin", Democratic Senator Jeanne Shaheen, from New Hampshire and member of the Senate foreign relations committee, said in an emailed statement.

Turkey is also one of the co-producers of the $85 million jet, responsible for the manufacture of key components of the fuselage and cockpit.

Congress officially ordered a delay in F-35-linked deliveries to Turkey past year.

Acting U.S. Defense Secretary Patrick Shanahan said on Tuesday that he expected to resolve a dispute with Turkey over its purchase of Russia's S-400 air defense system, a day after the United States halted the delivery of equipment related to the F-35 aircraft to Ankara.

Told Wolters, testified before the Senate Armed Services committee that he would recommend blocking all F-35 shipments to Turkey should Recep Tayyip Erdoğan's government buy the S-400 later this year.

In an attempt to persuade Turkey to drop its plans to buy the S-400, the United States offered the pricier American-made Patriot anti-missile system in a discounted deal that expired at the end of March.

Turkey's lira currency dropped almost 3 percent on Tuesday after the US halt of the delivery and sanctions warning. However, Turkey refused, "saying that it wanted better terms for the purchase, including technology transfers and a co-production agreement as it has tried to expand its own defense manufacturing industry", the Post reports.

The proposal argues that Turkey's purchase of the Russian missile system not only risks the security of North Atlantic Treaty Organisation members, it also violates the 2017 law threatening sanctions for any purchase of sophisticated Russian technology - the Countering Russian Influence in Europe and Eurasia Act of 2017.

Erdogan has aggressively pursued closer relations with Russian Federation and Iran, and has also repeatedly threatened to attack the Kurdish-led Syrian Democratic Forces backed by the U.S.in northeastern Syria.

The United States has defended its support for the Kurds, arguing that they played a significant role in decimating the so-called ISIS caliphate.

But on Monday, Shanahan expressed optimism that the USA and Turkey would find a way out of the crisis by persuading Turkey to buy the Patriot defence system, instead of S-400s.
