He said the United States had drafted a U.N. resolution and called on all states to support it.

However, it was extremely unlikely that the UN Security Council would approve the US-proposed resolution.

The country's leadership has been in question since late January when national assembly leader Juan Guaido challenged embattled President Nicolas Maduro as the country's acute economic crisis worsened.

The International Monetary Fund will not have any contact with Venezuela, nor allow the country to access its reserves held by the institution, until the international community recognizes a government in Caracas, an IMF spokesman said Wednesday.

But he faced immediate opposition from Russian ambassador Vassily Nebenzia, who said the United States has "artificially provoked a crisis in this country in order to overthrow a legitimately elected leader and replace him with their own pawn". "If you want to make America great again, and we are all sincerely interested in seeing that, stop interfering in the affairs of other states".

Looking at Moncada, who was also seated at the horseshoe-shaped Security Council table, Pence said: "With all due respect Mr. Ambassador, you shouldn't be here".

"There is a very real humanitarian problem in Venezuela", said Lowcock, who asked the council to support a ramping up of the worldwide aid response.

In his summary of the judgment on Tuesday, Justice Johnny Chan said civil disobedience was not a defence to a criminal charge. But Hong Kong judges have since faced mounting pressure from Beijing to hand down heavier sentences to deter future protests.

"The scale of need is significant and growing", Lowcock said.

He added, the people of Venezuela are suffering and their economy has been destroyed under Maduro's regime.

Some 3.4 million Venezuelans have left the country and the United Nations predicts that will rise to some 5 million by the end of the year.

In February, Venezuelan troops blocked US -backed aid convoys trying to enter from Colombia and Brazil. Maduro has remained in office with the help of the Venezuelan military while the U.S., South American and European governments recognize Guaido. The attempted passage of the convoys resulted in violence with photos of a burning aid truck becoming a source of worldwide outrage and a highly-publicized symbol of Maduro's "dictatorship".

Human Rights Watch and public health researchers from Johns Hopkins School of Medicine are urging the United Nations to declare the situation in Venezuela "a complex humanitarian emergency that poses a serious risk to the region". "We seek the council's support to safeguard the neutral and impartial nature of humanitarian action".

Secretary of State Mike Pompeo on April 10 said the increased involvement of Russia, Iran, and Cuba in Venezuela made Maduro's government a "true" threat to the United States.
