Canadian Prime Minister Justin Trudeau has approved a controversial expansion of a pipeline to move crude oil to the Pacific coast for shipping overseas.

Prime Minister Justin Trudeau's administration had given the project the go-ahead in 2016 on the grounds it was in Canada's "national interest".

New Alberta conservative Premier Jason Kenney said his government appreciates the second federal cabinet approval of the project. Elected in 2017, Horgan has promised to fight the pipeline tooth and nail and has mightily resisted the project, which the federal government bought for $4.5 billion from Kinder Morgan in May 2018.

The project will triple the capacity of the existing Trans Mountain pipeline, which runs from the Edmonton area to Burnaby, and increase tanker traffic in Burrard Inlet seven-fold.

Most of Canada's oil output now is sold to the United States at a discount.

"Instead of focusing on anger and division they need to continue to build the consensus that we have been successful in building over the course of the last four years". Further complicating matters, a deal Trudeau had reached with Alberta to impose a cap on oil sands Carbon dioxide emissions in exchange for increased pipeline capacity has come apart. Canada has the world's third largest oil reserves, but 99 percent of its exports now go to refiners in the US, where limits on pipeline and refinery capacity mean Canadian oil sells at a discount.

But a new Tory government in Alberta this month walked away from those commitments.
