India and Russia signed a United States dollars 5 billion S-400 air defence system deal in October previous year after wide-ranging talks between Prime Minister Narendra Modi and Russian President Vladimir Putin.

On 21 June, a US Department of State official said: "With respect to the S-400, we're urging all of our allies and partners, India included, to forgo transactions with Russian Federation that risk triggering the CAATSA sanctions".

Pompeo will be visiting India from June 25 to June 27.

"Tomorrow's meeting should only be seen as an input for what happens in the relations later", said a highly-placed diplomatic source.

"US Secretary of State Mike Pompeo's talks with EAM, S Jaishankar will be more about getting to know each other". Indians feel their interests have been harmed by USA decisions such as the continuing trade wars and the review of professional visas, Shashank said.

Nevertheless, the Indian official maintained that Pompeo's visit is not "outcome-oriented".

During Pompeo's conversation with Jaishankar, he had underscored the strong U.S. commitment to working closely with the new Indian government to advance the strategic partnership.

The engagement with the U.S. will continue on how it can help India get alternative supplies.

The Trump administration had earlier warned that India's decision to buy the long-range S-400 missile defense system from Russian Federation will have "serious implications" on defence ties.

India raised tariffs on as many as 28 products, including almonds and walnuts, on June 16 in response to higher duties imposed by the US on products including steel and aluminum, after the Trump administration on June 1 ended trade concessions on $6.3 billion of Indian goods.

The Trump administration has also asked India to remove price caps on imported USA medical devices, open up its dairy market and cut duties on IT products. "If you look at it from the legal point of view, it is our assessment that India fulfils those requirements and the USA administration has enough flexibility to give us the waiver", one of the people cited above said on Tuesday.

With trade likely to figure prominently in their talks, sources said there has been substantial progress on this front with trade going up by double digits percentage in the last three years and trade deficit also going down by double digits under Trump presidency.

The people said the two countries were at an advanced stage in negotiations on the "Industrial Security Annex" that will allow the transfer of defence technology.

Another area where India could deviate from U.S. policy is related to the entry of Chinese telecom major Huawei into the 5G network. He is scheduled to leave India on Thursday morning.
