The US House of Representatives on Thursday passed the Senate's version of the emergency border funding bill after House Speaker Nancy Pelosi reversed course amid pressure from moderate Democrats to tackle the migrant surge along the US-Mexico border immediately.

By contrast, the Senate's bill passed out of the upper chamber by a vote of 84-8, while the House's vote was mostly along party lines.

"It is terrible that we see so many thousands of people making this unsafe trek up through Mexico to the southern border", said Ernst, "knowing full well that our capacity is overwhelmed".

"We have already negotiated a broadly supported bipartisan funding bill".

The emergency money would provide a much-needed financial injection to facilities along the U.S. -Mexico border, amid a growing crisis that has seen migrant children housed in squalid conditions, sometimes with no soap, toothpaste or showers, little adult supervision and insufficient food.

The original House version of the $4.5 billion border funding bill included oversight provisions to hold the administration accountable for the conditions at migrant facilities, and provided no funding for border wall construction.

The 305-102 vote sends the measure to Trump for his signature.

Attorneys representing migrant children filed papers in federal court in Los Angeles on Wednesday asking that the USA government be held in contempt of court for "flagrant and persistent" violations of the terms of a 1997 agreement that governs the treatment of children in immigration detention.

Lawmakers overwhelmingly sent President Donald Trump a $4.6 billion package on Thursday that bolsters care for the tens of thousands of arrivals taken into custody monthly and imposes guidelines on how the Trump administration must handle them.

And they wanted to make sure the money would go to help affected children.

Both of these conditions had been proposed by House Democratic leaders in amendments that they abandoned earlier Thursday after opposition from the White House, the Senate and some moderate Democrats.

But Democratic leaders had to work to secure votes for the bill from progressive lawmakers anxious the Trump administration might use the funds for other purposes, such as deportation of migrants.

"For months, President Trump and Republicans in Congress highlighted the humanitarian crisis at the southern border and the need for more resources to address it", LaHood said in a statement.

The push by Senate Democrats, and some Republicans, for the amendment is part of a broader concern among lawmakers that the Trump administration has put the US on course for conflict.

Only 129 Democrats voted for the bill, while 95 Democrats voted against it, including many members of the Congressional Progressive Caucus, Congressional Hispanic Caucus, Congressional Black Caucus and Congressional Asian Pacific American Caucus.

"It's not going to happen", he said.

"The children come first", Pelosi pointed out.

"Children are suffering at the border and we must act now to stop it", McAdams said in a tweet. Companies that fail to meet those standards would risk losing those government contracts.

Democrats called for faith-based and non-governmental organisations, local and state governments to be reimbursed by the federal government for their efforts.

"This is not a bipartisan bill", Stefanik said, adding that it does not supply overtime pay for Customs and Border Control officers.

"These are not political games for us".

Rep. Henry Cuellar said he expected the vote to come as soon as Thursday afternoon but exact timing remains fluid. Liberal Democrats argued that the bill lacked vital migrant protections and caps on how long unaccompanied children can be detained. They reported appalling conditions inside, in which children under 10 were caring for infants, and massive overcrowding.
