One of Mr Johnson's most senior supporters, former leadership rival Dominic Raab, suggested he could legally ignore the will of Parliament to deliver his pledge to leave by October 31.

Johnson conceded that point himself in an LBC interview on Tuesday, saying "there has to be an agreement on both sides", adding that the Bank of England governor, Mark Carney, was "wrong in thinking it's not an option".

Worldwide trade secretary Liam Fox debunked the claims in a recent article, fellow leadership rival Jeremy Hunt called Johnson's claims of a solution "not true", and Bank of England governor Mark Carney said the process would not work unilaterally.
