These were among the new details revealed in Callamard's report.

Callamard welcomes the fact that the USA, and then subsequently Canada, the UK, France, Germany and the European Union, took the initiative to sanction individuals for their role in Khashoggi's murder.

The trial of the 11 suspects now taking place in Saudi Arabia should be suspended, according to Ms Callamard, because this was an global crime, over which there is universal jurisdiction.

There was no immediate response to the report from the Saudi government.

What would be strong enough?

Bin Salman, Saudi Arabia's day-to-day ruler, shares power with his elderly father, the king, and wields a great amount of authority in the kingdom, demanding strict loyalty and fealty from all his top-level executives.

Saudi officials refused to allow Callamard to visit Saudi Arabia or conduct interviews there. She also recommends an global investigation.

Western intelligence agencies, including in the US, have already assessed that the crown prince was involved in Khashoggi's death, but this report is from an independent investigator. Sure, she says, it would be great if Turkey or even Saudi Arabia would ask for one, but "it would be absurd to limit the intervention of the UNSG to such scenarios".

Saudi Arabia's deputy public prosecutor Shalaan Shalaan told reporters in November that the murder was ordered by the head of a "negotiations team" sent to Istanbul by the Saudi deputy intelligence chief to force Mr Khashoggi to return to the kingdom from his self-imposed exile.

Specifically, she says she has received credible evidence that the Central Intelligence Agency has notified four western countries of "foreseeable and immediate threats" against residents who fled Saudi Arabia or another Gulf country that goes unnamed.

Eleven people are now on trial in Saudi Arabia in largely secret proceedings, and 5 could face the death penalty. But she doesn't name the countries or individuals.

Khashoggi's demise sparked outrage worldwide and led to the United States sanctioning several Saudi officials.

The report, which also found "credible evidence" that Saudi Crown Prince Mohammad bin Salman was liable for the "execution," detailed how Riyadh goons plotted the Washington Post columnist's death, dismemberment and disposal before he ever stepped foot in Istanbul's Saudi Arabian consulate where he was on October 2.

Khashoggi entered the consulate at 1.15pm, the report says. Still, she says "trigger words" - like bullet or abduction - that can only suggests violence "should have been picked up, prioritised and analysed". "See you soon? I can't say kidnapping", Khashoggi responds. Her account was based on her memory of the Arabic audio.

"However, at the very least, such a threat should have triggered further investigation into its credibility and immediacy".

At 1.33pm, Khashoggi could be heard saying: "There is a towel here".

The 101-pages long United Nations report was issued on Wednesday, and it recounts details of Khashoggi's murder, using claimed recordings of conversations from inside the Istanbul consulate.

"The killing of Mr. Khashoggi has highlighted the vulnerabilities of dissidents living overseas, and the risks they are facing of covert actions by the authorities of their countries of origin or non-State actors associated to them", she wrote.

The US State Department has publicly designated 16 people for their roles in the killing of Mr Khashoggi. The report was circulated to the media on Wednesday morning.

Khashoggi is ushered to the consul general's office on the second floor where he meets Mutreb, whom he knew from when they worked together at the Saudi Embassy in London years earlier.

She did not let Turkey off the hook, either. In addition, she added, those directly implicated in the murder reported to bin Salman, who has a documented record of other human rights violations.

Airing concerns about the Saudi judicial process, Callamard called for a suspension of the trial.
