The Virginia Beach resident was a right-of-way agent who worked nine years for the city's public works department. Four worked as engineers, and three were right-of-way agents. The others were an account clerk, a technician, an administrative assistant and a special projects coordinator. All but one, a contractor, were city employees.

"They leave a void that we will never be able to fill", said city manager Dave Hansen.

Police and Craddock exchanged fire in a protracted gun battle, but Mr Cervera said he was unsure how many rounds were fired. City officials uttered his name just once and said they would not mention it again.

One was a man who'd worked with Virginia Beach's public utilities department for 41 years.

At 4:19 p.m.an officer was wounded by the shooter. Others say it's the act of the mass killings that inspires copycats, not the actors themselves.

The suspect died in a shootout with police.

The police chief said the suspect was a longtime public utilities employee and described him as "disgruntled", but declined to say more about what may have precipitated the attack.

"We want them to know our prayers are with them", Hansen said. "I asked, 'Any plans for the weekend?' And he said, 'No.' I said, 'Well, have a good day.' And he said the same to me". "I said 'Hey, how you doing? You are just terrified because all you can hear is the gunshots".

Co-workers described him as quiet, nice and polite, and neighbours said he was into cars and bodybuilding.

"I couldn't believe that it happened", he said.

Police found the victims throughout the building, on three different floors.

The Virginia Beach resident was an engineer who worked six years for the city's public works department.

Christopher Kelly Rapp of Powhatan, one of the victims, had joined a Scottish pipe band last fall.

"Chris was reserved but very friendly, quietly engaging members one-on-one after our weekly practices", the band, Tidewater Pipes & Drums, said in a statement. According to a Sentara update Sunday morning, three of the patients in Sentara Virginia Beach General Hospital are "in critical condition - one of them was fair but is critical this morning due to post-surgery recovery".

At least four other people who were wounded remained hospitalised in critical condition Sunday (local time). In addition to two.45-caliber handguns recovered, police say he also had extended ammunition magazines and a silencer device. All indications were that the shooter purchased the weapons legally, one in 2016 and one in 2018, Benedict said.

On the morning of the shooting Craddock tendered his resignation by email, but he had not been under pressure to do so, Hansen added.

The suspect had not been terminated and was in good standing with his department, Hansen said.

"I think sometimes these people think going out in a blaze of glory is the way they are going to have their moment of fame", McDonald said, referring to the mass shooters.

Although the Virginia Beach shooting is yet another example of a high-profile mass shooting to occur in the United States, Republican politicians and other pro-gun advocates have resisted calls for stricter anti-gun laws to reduce the frequency of these types of tragedies.

"He wasn't much of a talker", Archer recalled.

On Sunday President Donald Trump attended a church service in a Virginia town outside Washington where - dressed uncharacteristically in a blazer but no tie - he prayed for the victims of the shooting.
