It gives UN High Commissioner for Human Rights Michelle Bachelet a year to prepare a "comprehensive written report on the situation of human rights in the Philippines".

When then United Nations rights chief Zeid Ra'ad Al Hussein raised concern about the drug war in 2016, Duterte called him an "idiot" and a "son of a bitch".

Malacañang on Thursday said the resolution approved by the United Nations Human Rights Council calling for a thorough worldwide review of the war on illegal drugs in the Philippines contained "false information and unverified facts and figures".

The UN resolution, which was drafted by Iceland, marks the first time the UNHCR has been asked to address the staggering crisis.

Duterte's government says that around 6,600 people have been killed by police in shootouts with suspected drug dealers since he was elected in 2016 on a platform of crushing crime.

The shooting of three-year-old Myka Ulpina during a sting operation last month shocked the nation, with Ronald dela Rosa, a former police chief, incensing public opinion further by claiming that "s**t happens during operations". Other estimates by local nongovernmental organizations and the national Commission on Human Rights place the death toll of the "drug war" at more than 27,000.

In addition to a report by Bachelet, the resolution proposed by Iceland and now supported by many European Union states and Canada also expresses concern about a range of alleged abuses in the Philippines, including extrajudicial killings and enforced disappearances.

Eighteen members of the 47-strong council voted in favor of a resolution calling for a probe into the human rights situation in the Philippines during their 38th meeting in Geneva, Switzerland.

"It signals the start of accountability for thousands of "drug war"-related killings and other abuses, and will provide hope to countless survivors and families of victims".

"The Duterte presidency is not cowed or weakened by such resolution", Panelo said.

Amnesty International hailed Thursday's vote as "crucial".

"The reality is that (the) Philippines government has sealed off all avenues for domestic accountability", Amnesty's regional director for east and southeast Asia, Nicholas Bequelin, said in a statement.

Philippines President Rodrigo Duterte has "very reliable" information that there is a genuine risk of a military coup to oust him from power, according to his spokesperson, and that he could use martial law or the declaration of a revolutionary government to solve the country's problems.
