The Health and Human Services department said Monday it will begin enforcing the ban on abortion referrals, along with a requirement that family planning clinics maintain separate finances from facilities that provide abortions. In addition to the rule on separate finances, another requirement that both kinds of facilities can not be under the same roof will take effect next year.

Wen's tenure coincided with major challenges for the USA abortion-rights movement, in which Planned Parenthood has long played a major role. "The president himself stands accused of a number of egregious crimes against women, including rape".

In June, a federal appeals court decided that the Title X changes could go into effect while the government pushes back on prior rulings that blocked them.

The family planning rule is part of a series of Trump administration efforts to remake government policy on reproductive health. Without the federal grants, it will now use its emergency funds. Over 4 million people rely on the program each year.

According to Planned Parenthood, Title X saves taxpayer money.

Johnson said in the statement that she planned to "facilitate a smooth leadership transition in this critical moment for Planned Parenthood and the patients and communities we serve".

The change leaves Planned Parenthood without a permanent president during the 2020 presidential campaign, and at a time when abortion rights have been under attack.

With about 400 clinics, Planned Parenthood is the largest provider in the federal family planning program for low-income women, known as Title X. The program does not pay for abortions, but until now clinics had been able to refer women for the procedure.

"For decades, American taxpayers have been wrongfully forced to subsidize the abortion industry through Title X federal funding. My administration has proposed a new rule to prohibit Title X funding from going to any clinic that performs abortions".

Washington Attorney General Bob Ferguson, one of the leading lawmakers challenging the Trump administration on the gag rule, estimated that about 90 percent of the state's family planning clinics operating under Title X would close.

Planned Parenthood and other family-planning providers are suing the Trump administration to overturn the regulations, but HHS says no judicial orders now prevent it from enforcing the rule.

When do the restrictions start?

Clare Coleman, president of the umbrella group National Family Planning & Reproductive Health Association, said "the administration's actions show its intent is to further an ideological agenda".

"Make no mistake, this is not about helping women-it's about preventing women from exercising their constitutional right to choose", Rep. Barabara Lee (D-Calif.) tweeted Tuesday.
