Storm Barry trudged through northwestern Louisiana on Sunday, weakening to a tropical depression but dropping up to 15 inches (38 cm) of rain in some places to create life-threatening flood conditions along the Mississippi River.

The National Weather Service forecasts that the center of the storm will continue to move through northwest Louisiana toward Arkansas through Monday.

The eye of the storm made landfall at Intracoastal City, a speck of a town with a few houses and businesses.

Others hunkered down to ride out the squall, despite mandatory evacuation orders and the risk of unsafe storm surges.

Barry's maximum sustained winds were clocked at 65mph as it churned through the northern Gulf of Mexico toward Louisiana.

"A significant and life-threatening flash flood threat is still expected to evolve over portions of central LA as we head through today and into tonight", wrote the National Weather Service, while noting uncertainty remains about exactly where the heaviest rain will focus. Forecasters say the area, where several parishes were under a flash flood warning, could see 2 inches (5 centimeters) of additional rain on Sunday.

According to the Interactive Forecast map for Tropical Storm Barry compiled by the NOAA, by 7pm local time (1am BST) Barry will be northeast of Shreveport, with a maximum wind speed of 35 mpg and wind gusts of 45 miles per hour. "We don't have the resources to stay in a motel for seven or eight days". "This will clear out, we'll clean up and we'll go on". The New Orleans Police Department tweeted on Sunday: "HELLO @RollingStones - the @CityOfNOLA is ready to roll with you tomorrow!"

Flooding was widespread (including above in Mandeville, La.) even before the storm made landfall around 1 p.m. Saturday.

Edwards said the state and levees in New Orleans were ready for impact and should withstand the floodwaters.

In St. John's Parish next to New Orleans, some areas were already under two or more feet (60 centimeters) of water, local television footage showed.

"There's certainly water, certainly a lot of water, and as it continues to rain there's always that concern", she said.

Most of Sunday will be quiet, but a few storms could develop in the afternoon, the forecast indicates.

Authorities closed floodgates and raised water barriers around New Orleans.
