It follows reports that if Mr Johnson is defeated in a vote of confidence when MPs return to Westminster in September, he will seek to delay polling in an election until after October 31, by which time the United Kingdom will be out of the EU.

Johnson became prime minister last month after winning a Conservative Party leadership contest on a promise to leave the European Union on October 31, with or without a divorce agreement. As of Friday, Boris Johnson's chief of staff cancelled leave for government advisers until 31 October.

But in a letter to Cabinet Secretary Sir Mark Sedwill, the Labour leader said the move would be an "unprecedented, unconstitutional and anti-democratic abuse of power".

UK Government sources have told The Sunday Telegraph that dates for a bilateral meeting are now being discussed, raising hopes of a breakthrough in agreeing a deal for the UK to leave the European Union with a deal on Oct 31.

Brussels has so far said it will not renegotiate the terms of withdrawal, making a no-deal Brexit on Oct 31 increasingly likely.

Mr Johnson has written to all members of the civil service telling them the government's main focus was now to prepare for a no-deal Brexit, a consummation that should clear the raging confusion.

A senior Conservative source said: "Jeremy Corbyn will do anything to get his hand on the keys to number 10".
