The Open Arms boat said it made its latest rescue on Saturday in worldwide waters in the central Mediterranean, where it has been stranded for nine days after Italy and Malta denied it entry.

"We can not evacuate 39 people and tell the rest that they have to stay", Camps said.

"These are extraordinary people, they are so strong, they have been such through such horrors", Gere said about his visit on the Open Arms.

However, Open Arms had instead rescued the migrants itself overnight.

A Spanish humanitarian ship that has been stuck at sea for more than a week because of Italy's refusal to let it disembark 121 migrants said it has rescued 39 more people, further complicating conditions on board.

The Spanish NGO clearly did not see eye-to-eye with the government on the issue, writing on Twitter that it was unacceptable that Malta take on only 39 migrants and leave the other 121 on board its ship. This has created a serious security problem aboard.

"Malta has offered to transfer these 39 migrants aboard an AFM vessel and disembark them in Malta", the government said, explaining that the rescue happened in an area of Malta's responsibility.

Malta could "only shoulder its own responsibility since other solutions are not forthcoming", the government said in the statement on Saturday.

A new Italian law permits fines of up 1 million euros ($1.1 million) against the owners of rescue ships operated by nonprofit groups that enter Italy's waters without permission.
