Soon afterwards a second man, wearing a yellow journalist vest, was surrounded, zip-tied and then beaten by a small group who accused him of being a spy.

State-run media posted videos this week of the People's Armed Police, a paramilitary force specializing in riot control, assembling across the border in Shenzhen.
