Now, it was 17 days ago, in late August, that the North fired two projectiles from what it claimed was a newly developed multiple rocket launcher.

Along Pyongyang's main roads and thoroughfares, however, banners and placards with slogans lambasting the Unite States, commonplace in previous years, are nowhere to be seen, indicating North Korea's willingness to continue talks with the United States. Trump called North Korea's announcement "interesting".

It's the latest in a series of tests in recent months.

The launches come less than a day after North Korea said it is willing to resume denuclearization talks with the United States later this month.

"North Korea conducting missile tests is sort of the geopolitical equivalent of the boy who cried wolf", Oba said in an email. Both posts have had significant dealings with the North's nuclear weapons program.
