The CIA agent accusing President Donald Trump of a quid pro quo with Ukraine spoke to House intel chief Adam Schiff's staff before filing his whistleblower complaint, sources say - and Trump believes the collusion goes deeper.

"Like other whistle-blowers have done before and since under Republican and Democratic-controlled committees, the whistle-blower contacted the committee for guidance on how to report possible wrongdoing within the jurisdiction of the intelligence community", said a spokesman for Schiff. The whistleblower reportedly turned to the House panel only after a colleague brought vague concerns to the CIA's top lawyer, and became unsatisfied with that path.

The White House last week released a transcript of the call, which confirmed the allegation that Trump did, in fact, seek an investigation - though Republicans and Democrats disagree on whether his comments constituted improper pressure. The chapter was adapted from interviews with more than a dozen White House administration officials involved in the events that took place during the week of the meeting.

"I think it's a scandal that he knew before", said Trump.

Trump had earlier in November said "I hope not" when asked whether the US military might open fire on migrants headed to the US-Mexico border.

Rep. Steve Scalise (R-La.), the minority whip, was among those reacting to the news, telling a Fox News reporter that he was "deeply concerned" that the whistleblower went to Schiff's staff instead of waiting for the Central Intelligence Agency whistleblower process to work through its conclusion. When asked by CNN if Schiff or the House panel helped with the complaint in any way, the whistleblower's attorney, Mark Zaid, said, "Absolutely not".

The anonymous whistleblower told a House Intelligence Committee aide that he was concerned about Trump's behavior on the call, and the aide passed that information to Schiff but did not reveal the whistleblower's identity.

"The whistleblower should be commended for acting appropriately and lawfully throughout every step of the process", Boland continued. "The Committee expects that they will be fully protected, despite the President's threats".

Boland also wrote: "At no point did the Committee review or receive the complaint in advance".

On NBC's "Meet the Press" on Sunday, Schiff said that he did not know and had not met the whistleblower.
