The 2019 Rugby World Cup in Japan has reached the quarter-final stage after a superb month of pool-stage action.

The contest went ahead with Scotland losing 28-21 to exit the competition but the row continues to rumble on.

Rugby World Cup tournament director Alan Gilpin said at a press conference in Tokyo: "We are very careful that people behave appropriately and we have referred to an independent disputes committee the comments by the Scottish Rugby Union and it would be inappropriate to comment further".

Rugby World Cup later confirmed the charges, saying it would make no further comment pending the outcome.

Ireland are likely to appeal the suspension and they, somewhat bizarrely, haven't completely ruled Aki out of this week's match or the remainder of the tournament, should they defeat the All Blacks in Tokyo, but will wait until receiving details of the official report hearing.

"This is a World Cup knockout game and it's actually about what happens this week, not what happened in the last two years".

Hagibis slammed into Japan on Saturday night, unleashing fierce winds and unprecedented rainfall that triggered landslides and flooding, killing almost 70 people. It went ahead after the worst of the weather hit Japan the previous night.

"Putting any match on is an incredibly complex task on that scale but to do so in those circumstances is remarkable", he added.

"There were people in the venue working in different roles and volunteers whose homes had been destroyed that day".

Chief Executive Brett Gosper said the Japan television audience for Sunday's match was tracking to exceed the 50 million mark - a first for a rugby game.

"Some of the (reported) comments were disappointing".

The thrust of that case would be that, while at all times being mindful to the severity of Typhoon Hagibis and the most important issue being public safety, that the "robust contingency plans" organisers said were in place for a tournament being held during Japan's typhoon season descended into ad-hoc match cancellations and a lack of communication with affected teams. "We made the call based on what was in front of us". There is nothing exceptional about typhoons in this country.
