Hers is the latest transcript to be made public that showed the internal machinations of the administration as Mr Trump insisted that almost $US400 million ($585 million) in aid slated for Ukraine be withheld until its President Volodymyr Zelenskiy publicly launched an investigation into former USA vice-president Joe Biden - one of Mr Trump's top domestic political rivals.

Impeachment witnesses who worked on US-Ukraine relations under Mr Trump have said the White House was demanding public statements from Mr Zelensky announcing investigations into Joe Biden and his son and the origins of the Russian Federation probe led by former special counsel Robert Mueller.

The transcript Trump will release is from a call with Zelenskiy on April 12, after the Ukrainian was elected president, but before he took office.

Ukraine's Zelenskiy, a comedian and, like Trump, a political novice, won a landslide election victory in April promising voters an end to a conflict with Russian-backed forces in the Donbass region that has killed 13,000 people.

Just two days before the first public hearings in the impeachment inquiry, Trump issued a series of scathing tweets on Monday slamming the probe and the Democrats conducting it.

A third central defence in the memo reportedly stated that "the Ukrainian government was not aware of the hold on United States assistance", despite the White House reportedly withholding military aid to the country.

He is the fourth USA president to face impeachment.

The memo was penned by Republican Party staff on the three House committees spearheading an impeachment inquiry into the president over accusations he would not release military aid to Ukraine without investigations into one of his political rivals, Joe Biden.

Various witnesses who have testified in the impeachment inquiry have had firsthand knowledge of various components of the Trump administration's dealings with Ukraine.

In her testimony, senior Pentagon official Laura Cooper detailed confusion and concern in the US national security community after Trump's White House blocked almost $400 million in security assistance to Ukraine without explanation.

Trump has intensified his attacks on the investigation as public hearings approach.

The House Permanent Select Committee on Intelligence's first open impeachment hearing begins Wednesday at 7 a.m. PT/10 a.m. ET.

If that occurs, the 100-seat Republican-controlled Senate would hold a trial, but Republicans have so far shown little interest in removing Trump from office.
