China Preparing To Blacklist US Firms Due To Human Rights Disputes

The US House of Representatives is expected to vote Tuesday on the Xinjiang bill, which was passed by the Senate in September.

China was also reportedly planning to publish a list of "unreliable entities" which might lead to sanctions against USA companies as the December 15 deadline for a new round of US tariffs against Chinese products approaches, according to Bloomberg.

China has promised firm "countermeasures" in response to the U.S. passing the Hong Kong Human Rights and Democracy Act, which threatens to sanction Chinese and Hong Kong officials.

On Tuesday, the editor-in-chief of China's Global Times newspaper, Hu Xijin, said China might ban all US diplomatic passport holders from entering Xinjiang and that Beijing was also considering visa restrictions on USA officials and lawmakers with "odious performance" on the Xinjiang issue.

Earlier on Monday, Beijing slapped punitive measures on Washington in retaliation for the latter's backing of the widespread ongoing protests in Hong Kong, announcing sanctions on NGOs and suspending visits by U.S. warships and aircraft.

US House has passed a bill demanding sanctions on senior Chinese officials over the treatment of Uighur Muslim minority.

Trump said on Monday the Hong Kong legislation did not make trade negotiations with China easier, but he still believed Beijing wanted a deal.

Trump said Tuesday in London that "I have no deadline" for a trade accord with China and that he'd be willing to wait another year to get an agreement that favors the U.S.

A United Nations (UN) human rights panel alleges that two million Uighurs have been forced into "political camps for indoctrination" in the western Xinjiang autonomous region, which is home to about 10 million Uighurs.

Even if passed by the House, the bill would have to be approved again by the Senate before being sent to Trump. That list would include Xinjiang Party Secretary Chen Quanguo and officials responsible for mass incarceration or "re-education" efforts that single out Uighurs and other predominantly Muslim ethnic minorities.

The bill in the House would require the president to submit to Congress within 120 days a list of officials responsible for the abuses and to impose sanctions on them under the Global Magnitsky Act, which provides for visa bans and asset freezes.

CHINESE state media said the government will soon publish a list of "unreliable entities" that could lead to sanctions against U.S. companies, signalling that trade talks between the two nations are increasingly under threat from disputes over human rights in Hong Kong and Xinjiang. The acts amended existing legislation to allow for the possibility of sanctions on human rights offenders in China's special administrative region and an annual assessment of the developments to determine the level of Hong Kong's autonomy from China. Under normal circumstances, the legislative process would essentially start over, but with Congress due to depart Washington in less than three weeks, expedited procedures are being considered.
