Democrats presented a forceful case for impeaching and removing President Donald Trump from office Tuesday in a report detailing "overwhelming evidence" of misconduct in office and obstruction by the United States leader.

What does the report say?

The Democratic-controlled House Intelligence Committee, which has spearheaded the impeachment probe, is scheduled to vote on its findings later on Tuesday.

"The impeachment inquiry has found that President Trump, personally and acting through agents within and outside of the USA government, solicited the interference of a foreign government, Ukraine, to benefit his reelection" next year, the report said.

It said Mr Trump's "scheme subverted USA foreign policy toward Ukraine and undermined our national security in favour of two politically motivated investigations that would help his presidential re-election campaign".

"Despite their best efforts, the evidence gathered during the Democrats' partisan and one-sided impeachment inquiry does not support that President Trump pressured Ukraine to investigate his political rival to benefit the President in the 2020 presidential election".

House Intelligence Committee Chairman Adam Schiff, in a television interview on Monday night, said the panel was finalising its report for a public release on Tuesday, with panel members expected to vote on it Tuesday night.

The Judiciary Committee, led by longtime Trump nemesis Jerry Nadler, will open hearings on Wednesday with four legal experts expected to discuss whether the Democrats' impeachment process and the charges against the president adhere to the US Constitution.

The Judiciary panel, which begins meeting on Wednesday, has set no formal timeframe.

The White House has refused to participate in the hearings, citing a lack of "fairness".

Over two weeks of public hearings last month, a number of the 12 witnesses who testified confirmed and elaborated on the efforts allegedly made by Trump, his associates and administration officials to get Ukraine to announce investigations into those two issues, and why they believed delayed US aid to Ukraine would only be released once that nation followed through on those demands.

"None of the Democrats' witnesses testified to having evidence of bribery, extortion, or any high crime or misdemeanours", it argues, in reference to the constitutional clause that permits the removal of a president.

Several witnesses also testified about a phone conversation between Sondland and the president that took place a day after the July 25 phone call between Trump and Ukrainian President Volodymyr Zelenskiy, in which Trump allegedly asked Sondland if Zelenskiy was "gonna do the investigation".

"There is I think grave risk to the country with waiting until we have every last fact when we already know enough about the president's misconduct to make a responsible judgement", Schiff said.

What is Trump accused of?

$400 million in US military assistance to Ukraine was frozen as leverage to get Ukraine to announce an investigation, the report also said. They think this political pressure on a vulnerable U.S. ally amounts to an abuse of power.

The second Trump demand was that Ukraine try to corroborate a conspiracy theory that Ukraine, not Russian Federation, interfered in the last U.S. presidential election. This theory has been widely debunked, and the U.S. intelligence agencies are unanimous in saying Moscow was behind the hacking of Democratic Party emails in 2016.

Obstruction charges alone would be enough to move ahead with impeachment proceedings. But "the president was the author of his own impeachment inquiry by repeatedly seeking foreign help in his election campaigns".

If the full House eventually votes to approve formal impeachment charges, a trial would be held in the Republican-led U.S. Senate, where a two-thirds majority of those present would be required to convict Trump and remove him from office.

The political risks are high for all parties as the House presses only the fourth presidential impeachment inquiry in US history.
