Mobile internet services and broadband services have been partially restored on Wednesday in parts of Jammu and Kashmir, after the administration's home department allowed so for white-listed websites and institutions dealing with essential services.

Kansal said in light of the constitutional changes made in relation to Jammu and Kashmir in August a year ago, a number of restrictions were imposed to prevent externally aided terrorists from disturbing peace and inflicting casualties on citizens. "Based on intelligence inputs and assessment of law and order situation obtained on the ground, law enforcement agencies, while dealing with the present situation, have inter-alia reported about sustained efforts being made by terrorists to infiltrate from across the border, re-activate their cadres and scale up anti-national activities in Kashmir division as well as terrorism-affected areas of Jammu division, by communicating effectively with their operatives within the UT of J&K through VOIP and encrypted mobile communication through various social media applications to coordinate and plan terror acts", the order said.

Existing access and communication facilities in Kashmir will be further enhanced by establishing an additional 400 internet kiosks, Kansal said.

2G mobile connectivity on postpaid mobiles for accessing white listed websites such as e-banking will be allowed in Jammu, Samba, Kathua, Udhampur and Reasi districts, the government spokesperson said.

After last week's Supreme Court judgment ruling indefinite internet shutdowns in India illegal, authorities in Jammu and Kashmir have ordered a partial restoration of connectivity today.

"There shall be complete restriction on social media applications".

The order, issued by Principal Secretary, Home, Shaleen Kabra late on Tuesday, however, did not restore mobile internet services for the Kashmir division. The order will be effective from January 15 and will remain in force for 7 days, unless modified earlier.
