A heavy weather warning was on Sunday along most of the New South Wales coast and parts of Queensland in the north, with heavy rain, harmful wind, abnormally high water and harmful forecast of the surf. The state had also suffered severe drought for the past two years.

There were 26 fires left burning in NSW on Monday afternoon, all at the lowest alert level.

Hawkesbury City Mayor Barry Calvert said the dousing of the massive Gospers Mountain fire this week was a huge relief.

Wind warnings have been issued for the Hunter coast, Macquarie coast, Sydney coast and Ilawarra coast, while minor flood warnings are in place for the Bellinger, Kalang, Orara and Paroo rivers.

"Even if we return to hot, dry weather that has the potential to survive the rest of February and March, we certainly won't have the basic conditions for such a profound moisture deficit and drought", said Fitzsimmons.

Cowie said he has been serving guests bottled water for about a year now, ever since the tap water became discolored and salty tasting due to the drought.

Residents near the Narrabeen Lagoon in northern Sydney have also been urged to leave, with flooding in that area likely to be worse than the damaging flood of 2016.

Although the rain has now stopped, more heavy storms are forecast for later this week.

Even once the low centre moves away, the strong winds continue as colder air is pulled in from the west. Winds remain strong with sunny, dry spells expected in places especially in the east.

Meanwhile, the chief meterologist from Sky News, Thomas Saunders, said the deluge of rain from 9am on Thursday to 9am on Friday in Byron Bay was the heaviest rainfall in 46 years.

The wet weather may be welcomed by some in New South Wales, however.

Water from the Georges River was inundating Milperra and Liverpool in western Sydney in the early hours of Monday, the NSW State Emergency Service said.

"What we are broadly expecting over the next couple of days is this coastal trough to hang around, to keep delivering this widespread, prolonged, steady rainfall", BOM forecaster Jane Golding said.

NSW Rural Service spokeswoman Angela Burford told the BBC the rain is "that constant, steady, decent rainfall that we've been praying for for so long".
