Javid resigned from his key government post as chancellor of the exchequer after rejecting an order from Johnson to fire all of his aides.

Lambert said it's unlikely there will be much pushback from Sunak on decisions coming from the prime minister's office.

It's understood that Javid - who has served as Britain's finance minister since July 2019 - chose to quit his role after refusing No 10's request to sack his advisers, according to several media reports.

According to media reports, Johnson will replace Javid with Rishi Sunak.

Javid's reported resignation on Thursday came over what a political editor claimed was a disagreement over his advisers, throwing Johnson's plans off kilter.

Now his Conservative administration faces the even bigger challenge of negotiating a new trading relationship with the European Union while also seeking trade deals with the United States and other countries.

"They are going to create one special advisor unit that is going to span Number 10 and Number 11 which will be controlled by Cummings and that Number 10 team", Lambert.

Paul Dales, chief United Kingdom economist at Capital Economic, said Javid had appeared reluctant to increase public borrowing to fund higher spending. When it doesn't, the government can look dysfunctional.

But it was clear that loyalty mattered to Johnson to be able to deliver his agenda and meet the promises he made in the run-up to the December 12 election, in which he won a large majority.

Johnson had meant to keep the most senior ministers in their jobs.

Another elevation is that of International Development Secretary Alok Sharma, who will be the new Business Secretary; home secretary Priti Patel has been re-appointed in the Cabinet reshuffle.

Smith was the first minister to lose his job in the reshuffle and was later joined by business minister Andrea Leadsom and environment minister Theresa Villiers.

Besides Javid's exit, perhaps the greatest surprise in the Cabinet reshuffle is the firing of Northern Ireland Secretary Julian Smith, who had success securing a deal to end a three-year suspension of the local government.

After pressure from the British and Irish governments, the main Irish nationalist and British unionist power-sharing parties returned to work last month. The summit, known as the 26th Conference of the Parties, or COP26, is scheduled to be held in Glasgow, Scotland, in November.

Planning has got off to a rocky start, with Johnson last week firing Claire O'Neill, a former British government minister appointed previous year to head up the event.

The government said Thursday that Alok Sharma, previously in charge of global development, would become business secretary and also take charge of COP26.
