Trump launched his blunt attack against Germany on the very first day of the North Atlantic Treaty Organisation summit that took place in Belgium on Wednesday and Thursday, saying it was wrong to back importing more Russian gas and not meeting the Nato's target for defence spending.

Mr Trump is the 12th sitting United States president to make such a trip, and will spend time with the Queen and prime minister before flying to Scotland to spend the weekend at his golf resort.

Trump also reiterated his criticisms of Germany, which he said earlier this week was "totally controlled by Russia" because of a deal for a natural gas pipeline.

In a letter of June 19 to the Norwegian Prime Minister, Erna Solberg, Trump wrote that her country "does not have a reliable plan" to spend 2 percent of its gross domestic product on defense.

Her comments now are likely to be seen as an attempt to to deal with a hard issue ahead of Mr Trump's first visit to the United Kingdom as president.

In the meeting, thing did get so good.

Trump claimed a personal victory at the summit after telling European allies to increase spending or lose Washington's support.

Trump says at a news conference Thursday in Brussels that he told "people" that he would be "very unhappy" if they didn't increase their commitments.

Trump said the allies "made a tremendous amount of progress" and "they really stepped up their commitment and stepped it up like they never have before". But Mr Trump seemed satisfied they had agreed to meet the target soon.

Trump arrived about a half-hour late to a North Atlantic Council meeting with Georgia and Ukraine, two countries who have both been invaded by Russian Federation in the last decade.

Trump said his summit with Putin, which is to take place Monday in Helsinki, would be a loose meeting with "no big schedule" but one that could still be productive.

Trump is arriving amid a swirl of domestic government turmoil as well, with May's government in crisis and her future as prime minister in question following a string of resignations from within her Cabinet over her Brexit strategy.
