Russian officials say that this could soon change, and that they support the idea of conducting bilateral trade in the national currencies of whoever they're trading with, instead of the U.S. dollar. Kremlin officials say this idea needs work before being implemented.

Between March and May, Russia's holdings in U.S. Treasuries fell by $81 billion to about $15 billion.

The news outlet cited two intelligence sources familiar with US assessments of the Kremlin's reaction. By comparison, China owns about $1.2 trillion of US debt.

The statement came after Washington announced its plans to impose sanctions on Moscow over alleged poisoning of a Russian agent and his daughter on United Kingdom soil.

Russia, which denies the allegations, immediately responded by saying it was preparing "countermeasures" to what it calls "categorically unacceptable" new sanctions.

The sanctions, which will go into effect about August 22, will restrict the licenses granted for exports of national security goods and technologies to Russian Federation.

However, Russian finance minister Anton Siluanov said on state television today that they have no plans to shut down IS companies within the country. Payments in national currencies might be used instead, he said. "So, as a matter of fact, these restrictions will backfire on the Americans", he added. Intelligence services in the US and other western countries have come to the conclusion that the Helsinki summit between Russian leader Vladimir Putin and US President Donald Trump exceeded Moscow's expectations, CNN said, citing intelligence sources.

They said that while Moscow was satisfied with the two leaders' meeting, they left expecting Trump to implement more Russia-friendly policies.

Those sanctions have not yet been finalized, and their prospects in the U.S. Congress are uncertain and could be altered.
