China summons United States ambassador and recalls naval chief over sanctions move

The United States is "playing with fire", Russia's deputy foreign minister Sergei Ryabkov said, while Beijing voiced "strong indignation" over the move.

Top officials in the security establishment in New Delhi are keenly tracking developments as the USA imposed sanctions on China for buying Russian Sukhoi fighter jets and S-400 missiles.

The U.S. action set in motion a visa ban on China's Equipment Development Department and director Li Shangfu, forbids transactions with the U.S. financial system, and blocks all property and interests in property involving the country within U.S. jurisdiction.

USA officials said the imposition of penalties against China was the first time a third-party country was punished under the Countering America's Adversaries Through Sanctions Act, the sanctions law passed in 2017.

Foreign Ministry spokesman Geng Shuang said Friday that Beijing has lodged stern complaints with Washington over the sanctions and demands they be revoked.

"The Chinese military reserves the right to take further countermeasures", Huang was quoted as saying.

"The US approach is a blatant violation of the basic norms of worldwide relations, a full manifestation of hegemony, and a serious breach of the relations between the two countries and their two militaries", the Chinese Ministry of National Defense's spokesperson Wu Qian said on its official Wechat account.

"These related actions are severe violations of the basic norms of worldwide relations", he stressed, adding that the sanctions severely damage bilateral diplomatic and military ties.

It also means Bejing, which would normally take around a full day to reach from Hong Kong , can be reached in around nine hours. Some Hong Kong legal scholars say the "co-location arrangement", is unconstitutional.

China said Friday it was "outraged" over USA economic sanctions against a Chinese military agency and its director over the purchase of Russian fighter jets and surface-to-air missile equipment, and demanded the US cancel the measure.

Huang said China would immediately recall Shen Jinlong, a Chinese navy commander now in the USA attending a symposium, and would postpone a meeting scheduled for September 25-27 in Beijing about a communication mechanism.

Meanwhile, The Wall Street Journal reported that China had planned to send Vice Premier Liu He to Washington next week for trade talks, but canceled his trip, along with that of a midlevel delegation that was to precede him.

The United States already has imposed tariffs on $50 billion worth of Chinese goods, and China has retaliated on an equal amount of USA goods. The increase of tariffs by 10 per cent on nearly half of all goods it imports from China comes to effect from Monday. China responded by adding $60 billion of USA products to its import tariff list.

When he reluctantly signed the legislation into effect, US President Donald Trump also said the bill was "seriously flawed".

"It would be self-deprecating if China sent someone to the USA right now, because the situation has totally changed", Shi said, adding there is no indication that talks will resume as neither side is showing any sign of softening in their words or deeds.

Shi Yinhong, a government adviser and professor of worldwide relations at Renmin University, said the current atmosphere was too heated for negotiations to be effective.
