As of Monday evening, a number of roads in Craven County were also closed in section where flooding impacted the area, including Maple Cypress Road, Streets Ferry Road, Piney Neck Road, River Road near State Camp Road, Sand Hill Road near Dover.

Six deaths have been confirmed in neighboring SC, with the latest being the driver of a pickup truck who drove into standing water in Lexington County.

Brock Long, of the Federal Emergency Management Agency, said to expect more storm damage in North Carolina and other states. In Jones County, U.S. 17 was closed as the Trent River in Pollocksville began cresting at record flood stage on Monday.

Two men in their 70s died in Lenoir County. In Lumberton, where the Lumber River inundated homes, Fire Chief John Paul Ivey couldn't even count how many calls authorities had received about people needing to be rescued.

State officials have continually warned people not to drive through water.

"Please don't make yourself someone who needs to be rescued", he said.

Emergency workers delivered truckloads of food and water to Wilmington, a city of 120,000 people mostly cut off from the rest of North Carolina by Florence's still-rising floodwaters, as helicopters and boat pulled people from homes swamped by swollen rivers.

In New Bern, about 90 miles northeast of Wilmington at the confluence of two rivers, Florence overwhelmed the town of 30,000 and left the downtown area under water.

The federal government first unveiled the trans fat ban past year , but gave the food industry until now to adapt to the changes. The ban specifically prohibits adding partially hydrogenated oils, or PHO's, to packaged foods and foods sold in restaurants.

Many motorists driving on the just-reopened southbound I-95 lanes in SC appeared to be local, Collins said. "We didn't think it would be that bad".

The area, about 100 miles from the North Carolina coast, includes part of the city of Fayetteville.

The most rainfall recorded in SC was in the town of Loris, where 23.81 inches (0.6 meters) fell.

Many residents of the Carolinas have seen hurricane flooding before, but they say they haven't seen anything like the deluge Florence has dropped over both states since making landfall late last week.

The storm brought up to 40 inches of rain to some parts of southeastern North Carolina and northeastern SC, according to the National Weather Service.

"We had to evacuate. It was too risky to stay", Hammett said. "Some people have died down there".

The number of customers without power across North Carolina fell to just under 500,000, with about 20,000 in SC.

"The worst is yet to come" as river levels rise to historic levels, said Zach Taylor, a meteorologist with the US National Weather Service.
