Ten of the total victims were in Paradise.

The Woolsey Fire is only 10 percent contained.

Gov. Jerry Brown said California is requesting aid from the Trump administration.

"There is no reason for these massive, deadly and costly forest fires in California except that forest management is so poor", Trump said in a tweet.

In a tweet on Saturday, he accused state authorities of "gross mismanagement" of forests. Remedy now, or no more Fed payments!

"With proper Forest Management, we can stop the devastation constantly going on in California", he wrote early Sunday morning.

Some of the thousands of firefighters battling the southern fire have called it a "hurricane of fire".

Governor Jerry Brown, a Democrat, requested a presidential major disaster declaration, which would make the hardest-hit communities eligible for housing, unemployment and other support programmes and allow state and local governments to fix or replace fire-damaged facilities and infrastructure. They said fires could spread quickly and unexpectedly.

Another 228 remain unaccounted for.

Because they were burned so badly, the bodies could not be identified immediately.

By Sunday it had consumed 83,000 acres and destroyed at least 177 buildings, officials said.

The Camp Fire burned almost 7000 buildings and is the most destructive individual fire in state history.

The fire had burned 109,000 acres.

Fire rescue resources included 4,050 personnel, 512 engines, 23 helicopters, 79 bulldozers and 33 water tenders.

But on Sunday a Cal Fire unit chief warned that "it's not over yet".

Hot dry winds expected to blow until Tuesday whipped up the flames and heightened the urgency of evacuation orders, officials said.

In Butte County, 24,320 of 47,313 customers were without power, according to Powerutages.us.

Huge swaths of California are now on fire. Together, responsible for the destruction of 179 structures, but another 57,000 are threatened, according to fire officials. Assigned to the fire are 3,242 personnel, 418 engines, 19 helicopters, 56 bulldozers and 40 water tenders.

Authorities said two bodies were found, both burned, in Malibu in a vehicle that had been in the path of the wildfire, though homicide investigators are still working that case and have not officially declared a cause of death.

"This is getting bad", said meteorologist Marc Chenard, with the National Weather Service's Weather Prediction Center in College Park, Maryland. The mansion from the U.S. version of The Bachelor was in "grave danger", according to the American Broadcasting Company's head of reality TV.

Firefighters made progress against the blaze, holding containment at 25 percent on Sunday, but they were bracing for gusty winds predicted into Monday morning that could spark "explosive fire behavior", California Department of Forestry and Fire Protection spokesman Bill Murphy said. Two structures have been destroyed.
