The government says it will do nothing further in response to the Saudi murder of journalist Jamal Khashoggi until there's an investigation completed.

Members of the kill squad that purportedly murdered Saudi journalist Jamal Khashoggi carried tools that could have been used in the killing as they departed from Istanbul to Saudi Arabia on October 2, the Turkish daily Sabah reported on Wednesday.

United States officials have speculated that such a mission - including the 15 men sent from Riyadh - could not have been carried out without the authorization of bin Salman, heir apparent to the Saudi throne.

Turkish and US officials, including US National Security Adviser John Bolton, have said that the audio does not conclusively link the killing to Prince Mohammed. Indeed when the Saudi intelligence officer listened to the recordings he was so shocked he said: "'This one must have taken heroin, only someone who takes heroin would do this'".

"The crown prince says "I will clarify the matter, I will do what is necessary".

Saudi public prosecutor Saud al-Mojeb has since said that Khashoggi's killing was planned in advance, although another Saudi official said Prince Mohammed had no knowledge of the specific operation.

The message appears to have been directed to a person overseeing the team, which killed Khashoggi inside the Saudi Consulate in Istanbul on October 2 and then dismembered and disposed of his body, the people said.

He added that the Saudi assassination squad covered the floor of the room with bags to prevent the leakage of blood while dismembering the victim.

Speaking to journalists on board his plane while returning from World War I commemorations in Paris, Recep Tayyip Erdogan also reportedly said audio recordings of the killing that Turkey shared with officials from Saudi Arabia and other nations were so "atrocious" that a Saudi intelligence official speculated that the killer may have been on heroin. "The recording is really disastrous", he said in quotes published by Sabah.

"It must be revealed who gave them the order to murder".

Mohammed bin Salman has rose from being a relatively little-known royal to the most powerful man in Saudi Arabia, after the elevation of his father, Salman, to king.
