National Rifle Association of India general secretary D.V. Seetharama Rao said it was not certain the Pakistanis would cross the border even if they had visas.

After Pakistan shooters were denied visas in the wake of the Pulwama terror attack, their shooting federation on Wednesday wrote to the global body, asking it to drop the two 25m rapid fire pistol quotas for 2020 Olympics, in the season-opening World Cup in New Delhi.

Below is the statement put out by the IOC:The IOC was informed on 18 February that the Indian government authorities failed to grant an entry visa to the Pakistani delegation comprising two athletes and one official who were meant to participate in the ISSF World Cup.

The event, with 500 shooters from 58 nations, is a qualifier for the 2020 Tokyo Olympics.

Pakistan have requested ISSF to withdraw Olympic quota places in the 25m rapid fire pistol event, in which Commonwealth Games gold medalist Anish Bhanwala is India's biggest hope.

The Olympic committee also revoked the Olympic qualification status for the men's 25m rapid fire event from the New Delhi World Cup due to denial of visas to the Pakistani shooters in the wake of last week's Pulwama terrorist attack, in which 40 CRPF personnel were killed. "As a result, the IOC Executive Board also made a decision to suspend all discussions with the Indian NOC and government regarding the potential applications for hosting future sports and Olympic-related events in India, until clear written guarantees are obtained from the Indian government to ensure the entry of all participants in such events in full compliance with the rules of the Olympic Charter - and to recommend that the IFs neither award to nor hold sports events in India until the above-mentioned guarantees are obtained", the IOC said.

"This situation [at the ISSF World Cup] goes against the fundamental principles of the Olympic charter, in particular the principles of non-discrimination.", the IOC stated after a meeting of its executive board in Lausanne on Friday evening.

"As a result, the IOC executive board also chose to suspend all discussions with the Indian NOC and government regarding the potential applications for hosting future sports and Olympic-related events in India, until clear written guarantees are obtained from the Indian government to ensure the entry of all participants in such events in full compliance with the rules of the Olympic charter - and to recommend that the worldwide federations (IFs) neither award nor hold sports events in India until the above-mentioned guarantees are obtained", it further added. "The IOC in its wisdom has chose to withhold the issuance of the two quotas available in this event (rapid fire) and at the same time, cleared the issuance of the 14 other quotas available in other events". India's 25m Rapid Fire Pistol team consists of Arpit Goel, Adarsh Singh - current national champion and teen prodigy Anish Bhanwala.

"It is a violation of Olympic Charter and the country's image has been lowered".

IOC has been strict about the Olympic charter which asks for no discrimination and political interference from the host country.

"As a result, the IOC executive board also chose to suspend all discussions with the Indian NOC and government regarding the potential applications for hosting future sports and Olympic-related events in India, until clear written guarantees are obtained from the Indian government to ensure the entry of all participants in such events in full compliance with the rules of the Olympic charter - and to recommend that the worldwide federations (IFs) neither award nor hold sports events in India until the above-mentioned guarantees are obtained", the IOC said.

The Indian Olympic Association (IOA) has already sent an expression of interest to the IOC for the 2032 Games and the bidding process for the 2026 showpiece is expected to start next year.

According to a Times of India report, the Committee of Administrators (CoA) whose job is to oversee the functioning of the Indian cricket board (BCCI), has drafted a letter to the ICC asking for Pakistan to be banned from the 2019 World Cup.
