While authorities had earlier Saturday ordered residents to evacuate along the burn scar of the Woolsey fire in Santa Barbara County, residents were told they could return by 5 p.m. PT. The disaster killed 21 people, and two others have never been found.

Officials said Saturday that motorists should find alternate routes as crews try to clear PCH near the border of Los Angeles and Ventura counties.

Forecasters said a wind gust in Santa Barbara county topped 80mph as the storm moved south.

Highway 101 was closed between Sheffield Drive and San Ysidro Road in Montecito because of mudflows caused by flooding around Romero and San Ysidro creeks, authorities said.

Gusty winds moving south to southwest at up to 45 miles per hour will continue through Tuesday night, according to the NWS, which has issued a winter storm warning for the area. "It's just not worth it".

A member of the Ventura County search-and-rescue team was killed and nine other people were injured in a auto crash on Saturday morning near Pyramid Lake, with rain-washed making for hazardous driving conditions.

Police have appealed for anyone who was on Haworth Street between 23:30 and 00:30 on the night she disappeared to get in touch. She was reported missing after getting into a taxi outside Hull's Welly club on Beverley Road at about 11pm on Thursday.

The National Weather Service (NWS) issued flash flood warnings for the Woolsey Fire and Hill Fire burn areas, including all of the Santa Monica Mountains in south-east Ventura County and Southwest Los Angeles County in south-western California.

"We are expecting rain to continue with this storm through Tuesday", Ms Lisa Phillips, a meteorologist with the NWS, was quoted as saying around midday.

"This is a very unfortunate situation that could've been avoided", Los Angeles County fire Capt. Nine people were transported to hospitals, including a member of the rescue team who was in critical condition.

The avalanche warning was issued for the backcountry areas on the Nevada side of the range as well as in the greater Lake Tahoe area.

The National Weather Service said 8 feet (2.4 meters) fell at the June Mountain Ski resort north of Mammoth Lakes and up to 3 feet (0.9 meters) were reported in the resorts around Lake Tahoe since Friday. The Sierra is already loaded with snow from a series of storms in January. It will be followed by additional, less powerful storms into next week.

The heaviest rains were expected to move east by Saturday afternoon, Ms Phillips said, but more was on the way.

A flash-flood watch is in place through Saturday morning for the entire San Francisco Bay Area and much of the Central Coast.
