20 states including Virginia aim to block Trump abortion rule



The "gag rule," as opponents are calling it, applies to family planning programs funded by a federal grant program known as Title X. According to Rosenblum's office, Title X funds access to contraception, breast and cervical cancer screenings, wellness exams, screening and treatment for sexually transmitted infections, and other related health services.

The lawsuits were filed by California's pro-abortion attorney general Xavier Becerra, and 20 other states. "This illegal Title X rule denies patients access to critical healthcare services and prevents doctors from providing comprehensive and accurate information about medical care".

"What this new rule means is that providers who receive Title X funding will have to decide whether they will refuse the funding or "cave" to the requirements of this new rule", Rosenblum said in a statement. In a news statement, OR officials explained, for example, that "it would require health clinics to open another location, OR create a separate entrance for patients, have separate examination rooms, hire separate personnel to work at separate workstations, maintain a separate phone number and website, and have separate electronic medical systems in order to continue to accept Title X funds".

Title X-funded clinics that don't honor what opponents have dubbed a "gag rule" will be forced to forgo federal funding.

Oregon's Title X clinics served 37,012 patients in 2017, according to Rosenblum's office, and in 2018 OR received over $3 million in Title X funds. As such, it requires medically necessary referrals, such as referrals for prenatal care.

They challenge the Department of Health and Human Services's recent final rule banning the federal funding of family planning programs at sites where abortions "are performed or recommended as a form of family planning". Anthony List, said abortion businesses such as Planned Parenthood "have treated the Title X program like their own multimillion-dollar slush fund". And while Planned Parenthood certainly stands to lose millions, independent clinics and health centers that don't have national name recognition - like those in ME - see this as a fight for their survival, too.
