South Korea President Moon Jae-in on Monday urged the United States and North Korea to quickly resume denuclearisation talks after their Hanoi summit last week ended without a deal.

Trump said he believed Kim's claim that he did not know what happened to Otto Warmbier, who died at age 22 days after being sent back to the United States in 2017. "I don't view it as a failure at all when American national interests are protected", Bolton added.

Moon met Kim three times past year and was trying to facilitate his nuclear negotiations with the US.

Washington and Seoul announced on Sunday that they will eliminate massive annual springtime military drills and replace them with smaller exercises, in what they called an effort to support diplomacy with North Korea.

Moon noted that improving relations between the two Koreas within the boundaries of sanctions could also foster relations between the USA and North Korea.
