The senators, who both serve on the Foreign Relations Committee, said it was unusual that the Energy Department apparently was leading the negotiations, rather than the State Department. Without one, USA nuclear energy companies such as Westinghouse would lose out on business opportunities with the Saudis.

Last month, Democratic House members alleged in a report that top White House aides ignored warnings they could be breaking the law as they worked with former United States officials in a group called IP3 global to advance a multibillion-dollar plan to build nuclear reactors in the Middle East, including Saudi Arabia.
