Visuals on TV channels showed students jumping off the third and fourth floors of the building.

One witness said the fire probably started inside the building and spread rapidly to other parts of the building, giving very little time to the students at the coaching centre to escape. As many as 19 fire engines and two hydraulic platforms were rushed to the spot to douse the fire, NDTV reported. But Deputy Chief Minister Nitin Patel put the toll at 20.

"The rescue operation has ended and 15 people have died", the spokesman said.

Official sources said some of the students were charred to death while some jumped off the four-storey building in panic and died as they fell.

The state government has announced a compensation of Rs 4 lakhs for the family of the deceased students. "I also wish for the speedy recovery of the injured", Gandhi said in a tweet in Hindi.

The Surat Municipal Corporation had recently issued notices to complexes that had inadequate fire safety equipment or did not have them at all. I express my deep sorrow to the affected families. "May the injured recover quickly, I've asked the Gujarat govt & local authorities to provide all possible assistance to those affected".
