"The actions taken by the Vietnamese coast guard ship endangered the lives of officers from both countries and is not in accordance with global law or the spirit of ASEAN (Association of Southeast Asian Nations)", Indonesia's foreign ministry said.

"Indonesia deeply regrets the incident involving Vietnamese Fisheries Department boats KN 213 and KN264 and the Indonesian Navy war ship Tjiptadi-381", Arrmanatha said.

Vietnam has also demanded that Indonesia immediately release the crew of the sunk vessel, treat them humanely and provide adequate compensation for the Vietnamese fishing boat and for the fishermen. Indonesia doesn't have a territorial dispute with China, but Beijing's claims overlap with Indonesia's internationally recognized exclusive economic zone extending from the Natuna islands.

The legislation follows a government-commissioned review a year ago by a three-person panel that represented employers and unions. The new rules were proposed by Labour Minister Harry Bains Monday in a bill entitled "Employment Standards Amendment Act 2019".

Indonesia, the world's biggest archipelago nation, has been trying to stop foreign vessels fishing illegally in its territory, claiming it costs the economy billions of dollars annually.

Vietnam's Foreign Ministry has since sent a diplomatic note to the Indonesian embassy in Hanoi, asking Indonesia's authorities to verify the information, investigate to clarify the incident and not to let similar incidents happen in the future. Its 2017 decision to rename the Natuna waters angered China, which claims most of the South China Sea and is in dispute with many Southeast Asian nations over the competing stakes.
