Biden was declared a "fool of low IQ" and an "imbecile" lacking human qualities by Pyongyang's state-controlled Korean Central News Agency (KCNA) on Tuesday.

It went as far back as his university days, during which he once got an F for plagiarism and later accusations that he had copied a speech by the British Labour party leader Neil Kinnock.

The 17,061-ton vessel, which was initially detained by Indonesia in April 2018, was reportedly one of North Korea's largest bulk carriers used to deliver heavy machinery to the country.
