Under the law, offenders convicted of sex crimes with children younger than 13 will have to be chemically castrated before they leave prison, with the treatment beginning at least a month before their release date and continuing until a judge deems it no longer necessary.

Alabama Gov. Kay Ivey has signed into law legislation that would require certain sex offenders to be chemically castrated before their parole.

The bill was sponsored by Republican Steve Hurst of Munford, and passed on Thursday, May 30, the next-to-last day of the legislative session. "'How can it be any more inhumane than molesting a small child?' Now that's one of the most inhumane things there are", Hurst said. It says offenders must pay for the treatment, and they can't be denied parole exclusively based on an inability to pay.

The Alabama Civil Liberties Union, which came out against against the legislation, said mandating chemical castration could violate the U.S. Constitution's 8th amendment, which forbids the use of cruel and unusual punishment.

Ortiz, who starred for the Boston Red Sox for 14 seasons before retiring in 2016, underwent surgery at the Abel Gonzalez clinic. Duran declined to elaborate on what the suspect told the police, or if he was the man seen in the video pulling the trigger.

Chemical castration involves injection of medication that blocks testosterone production. The language states that "a parolee released on parole under this act shall authorize the Department of Public Health to share with the Board of Pardons and Paroles all medical records relating to the parolee's chemical castration treatment".

According to the law, if a given offender chooses to stop receiving the treatment, they will be in violation of parole and forced to return to custody. "Anyone who stopped receiving the castration treatment without approval would be considered guilty of a Class C felony, punishable under Alabama law by up to 10 years in prison and a fine of up to $15,000". "One of the ultimate goals that I want to do is for us to track it and to make sure what medication works for what individuals".

If a person stops taking the drug, the effects can be reversed.

"It certainly presents serious issues about involuntary medical treatment, informed consent, the right to privacy and cruel and unusual punishment".
