Tropical Storm Barry makes landfall in Louisiana

The storm, which made landfall this morning as a category one hurricane near Morgan City, caused far less damage and flooding than had been predicted.

Officials have told residents there to immediately evacuate, if it is safe to do so, or risk being cut off for several days. "Don't let your guard down". "AccuWeather meteorologists expect a storm surge of 3-6 feet mostly along and just to the right of the storm's path".

As the storm began with overnight showers and significant winds, some motorists still managed to fearless the weather in spite of warnings of 20 inches (50 centimetres) of rain.

Residents of Mandeville, just north of New Orleans, were also impacted.

Most communities in the region will see an average of 8-18 inches of rainfall, with the most intense bouts coming down as quickly as 2-4 inches per hour.

However, authorities have said that the Mississippi River is unlikely to flood over the levees protecting the city of New Orleans.

Residents of Marsh Island, about 100 miles west of New Orleans, who weren't put under voluntary or mandatory evacuation were told to shelter in place as of Friday night.

Late last night rescuers were trying to save a family of five trapped by high water in the town of Franklin in northern Louisiana. Franklin is about 40 miles (64 kilometers) southeast of Lafayette.

Though the system was downgraded to a tropical depression Sunday afternoon and its winds were steadily weakening since it made landfall Saturday in Louisiana, Barry's rain bands created a flooding and tornado threat stretching from central Louisiana to eastern MS and beyond. The corridor of heavy tropical rain over Louisiana and MS contains embedded downpours, which are producing local flash flooding. The U.S. National Hurricane Center said Sunday parts of south-central Louisiana could still have rainfall totals of up to 12 inches (30 centimeters), with isolated pockets of 15 inches (38 centimeters).

"The National Ocean Service station at Eugene Island, Louisiana recently reported sustained winds of 62 miles per hour and a wind gust of 82 miles per hour". Dozens of people waded through knee-high water to take a look at the pounding surf.

Roughly a block away, water was covering Lisa Keiffer's front yard and the road in front of her house.

Earlier Saturday the lake's waters were lapping at the door, forcing her and her husband to scramble to raise everything off the floor.

"The problem with slow-moving storms or even tropical storms around this area is that it's unpredictable", she said.

"I'm exhausted of running", the 72-year-old told CNN affiliate WDSU.

Officials were still confident that the levees would hold firm, the Associated Press said.

Three levees in St. Mary Parish were overtopped by water Saturday, said David Naquin, the parish's director of homeland security and emergency preparedness. Video also showed water getting over a second levee in Plaquemines Parish, where fingers of land extend deep into the Gulf of Mexico. Terrebonne Parish ordered an evacuation affecting an estimated 400 people.

All flights in and out of Louis Armstrong New Orleans International Airport on Saturday were cancelled.

Barry grew in the Gulf of Mexico over a few days.

According to Entergy Louisiana's outages map, more than 45,800 people have been affected by power outages.

Weather was expected to continue well into Sunday, July 14 as Barry moves off to the north. All of the water falling from the sky has to eventually flow south.

New Orleans saw light rain on Sunday morning, and churches and several businesses were open, including some on Tchoupitoulas Street along the flooded Mississippi River.
